So according to the word of The Lord, it is lawful for me to wear a prayer shawl if I am not praying?
There is a difference between a prayer shawl and tallit khatan. A prayer shawl is for the intention of being able to cover your head, and using the tzitzit attached when dovening (praying). A tallit khatan is a shirt that has tzitzit attached at four corners, and is worn every day. You wear this specific item because in the Shema the Jews are commanded to keep fringes on the four corners of their garments in order to remember the 613 commandments, and not stray from them. It is customary in some Orthodox branches of Judaism that only married men where a prayer shawl during services.
